Sewer rate increase to offset consent decree costs
About $12.9 million goes to major sewer projects like CH 27 and CH 50 plus catch basin repairs — work largely required by the EPA consent decree and paid through the sewer fund. A water main on Nela View also gets replaced.
Hampshire Road sewer project change order
Council added $671,000 to the Fabrizi contract for the Hampshire Road illicit connection controls project, citing design changes and two years of cost inflation. Work started on Mayfield Road and should wrap by spring.
Wastewater Facilities Loan
Council was to consider authorizing a Water Pollution Control Loan Fund agreement with Ohio EPA for planning, design, or construction of wastewater facilities, with a dedicated repayment source.
Altamont Avenue waterline replacement
Resolution 179-2026 would hire GPD Group for construction management on the Altamont Avenue waterline replacement, moving that infrastructure project forward.
Nelaview Water Main Replacement Project
The city got bids for replacing water mains under Brinkmore, Mount Laurel, and Altamont — roads with terrible pavement scores that had to wait for water main funding first. Terrace Construction was low bidder on both projects.
MLK Drive – Doan Brook Culvert Study
Cleveland Heights is responsible for a historic culvert under MLK Drive on land leased from Cleveland since 1991 — and fixes could run into the millions. Council wants the law department to explore whether the city can renegotiate or share the burden.
Overlook Road sewer overflow mitigation
Council approved hiring Wade Trim for design engineering to fix illicit sewer connections in the Overlook Road area and control sewer overflow CH 46.
Waterline replacement projects #26-04 and #26-05
Two waterline replacement projects — Altamont Ave. and Brinkmore/Mt. Laurel Rds. — are headed out to bid, meaning eventual construction and better water service in those neighborhoods.
NOPEC Green Community Choice electricity aggregation
The city stays in the NOPEC Green Community Choice Program for its electricity aggregation starting June 2026 — the program negotiates electric supply rates on behalf of residents.
Cedar-Lee garage elevator failure
The Cedar-Lee garage elevator can't be repaired and needs a full modernization costing at least $175,000 — money that isn't in the budget. The Coventry elevator should be fixed in 4-6 weeks.
